Team — Kira Intrator

Kira Intrator is an AI deployment and scaling leader specializing in AI for social impact, and the Principal and Founder of Civic Strategy Group. We work with governments, health systems, foundations, multilateral institutions, and regulated organizations to turn AI strategy into working systems across LMICs and global markets.

As Chief Innovation & Strategy Executive at the Aga Khan Development Network, Kira led AI deployment and research and development across six countries. Her work included GeoAI adoption with government ministries, an infrastructure and digital innovation portfolio, and authoring a healthcare AI policy adopted at governance level—not yet at the clinical implementation stage.

Her distinctive strength is connecting deployment with government partnerships and institution-building. She works across executive leadership, technical teams, and public institutions to align policy, data protection, operating models, and in-house capability so that adoption can continue beyond an initial pilot.

Previously, Kira led strategy and strategic partnerships at MIT, worked as a management consultant at Dalberg, and served as National Expansion Manager at Year Up. She holds a Master’s in City Planning from MIT and a BA from Haverford College, graduating magna cum laude. Her published research and commentary bring an urban-systems and institutional perspective to our practice.
